China Online Arrival Card for Foreigners from Nov 20, 2025
In a key step towards a more efficient and convenient border control system, China's National Immigration Administration (NIA) has officially announced that a new online arrival information system for foreigners will be implemented starting November 20, 2025. This initiative digitalizes the traditional paper-based arrival card, significantly optimizing the entry process.
1. How to Submit Your Entry Information
Foreign travelers can complete their information online before their trip to China through the following official channels:
-
Online Platforms: Visit the official NIA website or its government service platform.
-
Mobile App: Download the official "移民局12367" App.
-
Mini-Programs: Access the official mini-programs via WeChat or Alipay.
-
QR Code Scan: Use your mobile phone to scan the official "Arrival Card Submission QR Code" available at airports or during your journey.
2. What to Do Upon Arrival?
For those unable to submit the information online prior to travel, Chinese immigration checkpoints offer comprehensive solutions:
-
Scan the QR code available on-site with your phone for instant online submission.
-
Use the smart devices installed at the port.
-
The traditional paper-based "Arrival Card" will remain available as an alternative.
3. Who Is Exempt from Submission?
According to the regulations, the following seven categories of individuals are exempt from filling out the form:
-
Holders of the Foreign Permanent Resident ID Card of the People's Republic of China.
-
Non-Chinese nationals holding a Hong Kong or Macau Entry Permit.
-
Those entering with a group visa or under group visa-free policies.
-
Travelers in direct transit (within 24 hours) who do not leave the port's limited area.
-
Cruise passengers entering and exiting on the same ship.
-
Individuals using the Fast Track service for entry.
-
Foreign crew members of entry and exit conveyances (e.g., aircraft, ships).
